[Build] 32-bit: Remove duplicate backslashes from `bmp2arr.exe`

Single backslashes are still preserved as such in the `tup generate`d
batch file, and we don't need two there. This allows us to cleanly
refactor these commands into the new Lua code.

Completes P0002, funded by GhostPhanom.
