💫 Allow setting of custom attributes during retokenization (closes #3314) (#3324)

## Description

This PR adds the abilility to override custom extension attributes during merging. This will only work for attributes that are writable, i.e. attributes registered with a default value like `default=False` or attribute that have both a getter *and* a setter implemented.

```python
Token.set_extension('is_musician', default=False)

doc = nlp("I like David Bowie.")
with doc.retokenize() as retokenizer:
    attrs = {"LEMMA": "David Bowie", "_": {"is_musician": True}}
    retokenizer.merge(doc[2:4], attrs=attrs)

assert doc[2].text == "David Bowie"
assert doc[2].lemma_ == "David Bowie"
assert doc[2]._.is_musician
```

💫 Tidy up and auto-format .py files (#2983)

## Description
- [x] Use [`black`](https://github.com/ambv/black) to auto-format all `.py` files.
- [x] Update flake8 config to exclude very large files (lemmatization tables etc.)
- [x] Update code to be compatible with flake8 rules
- [x] Fix various small bugs, inconsistencies and messy stuff in the language data
- [x] Update docs to explain new code style (`black`, `flake8`, when to use `# fmt: off` and `# fmt: on` and what `# noqa` means)

Once #2932 is merged, which auto-formats and tidies up the CLI, we'll be able to run `flake8 spacy` actually get meaningful results.

At the moment, the code style and linting isn't applied automatically, but I'm hoping that the new [GitHub Actions](https://github.com/features/actions) will let us auto-format pull requests and post comments with relevant linting information.

Improve error messages, raise error if setter is specified without a getter and compare against _unset to allow default=None. Also add more tests.

An implementation like this is nice because it only modifies the string when it's retrieved from the containing class – so we don't have to worry about manipulating tracebacks etc.

* Remove unused link in spacy.about

* Update errors for invalid pipeline components

* Improve error for unknown factories

* Add displaCy warnings

* Update formatting consistency

* Move error message to spacy.errors

* Update errors and check if doc returned by component is None

Matthew Honnibal 51d18937af Partially apply doc/span/token into method
We want methods to act like they're "bound" to the object, so that you can make your method conditional on the `doc`, `span` or `token` instance --- like, well, a method. We therefore partially apply the function, which works like this:

def partial(unbound_method, constant_arg):
    def bound_method(*args, **kwargs):
        return unbound_method(constant_arg, *args, **kwargs)
    return bound_method
