* When calling getoption() in conftest.py, pass a default option

This is necessary to allow testing an installed spacy by running:

  pytest --pyargs spacy

* Add contributor agreement

+This spaCy Contributor Agreement (**"SCA"**) is based on the

+## Contributor Agreement

+1. The term "contribution" or "contributed materials" means any source code,
