Gyeongjae Choi a916ea0b34 BLD simplify building CMake based packages (#3128) ... This PR makes building CMake based packages easier. - Introduce a custom toolchain file for Pyodide. It inherits most of settings from the original Emscripten toolchain file with some modifications.
