We typically just use the "devcam appengine" command to hack on this code. (To build devcam: go install ../../dev/devcam).

But to run by hand:

$ dev_appserver.py --high_replication .

Other useful flags:
  -a 0.0.0.0     (listen on all addresses)
  -c             (wipe the datastore)
