Josh Huckabee a5d72541c3 Enhance PostgreSQL support: 
* Fix dbinit command in dev server
* Make sslmode configurable in dbinit
* Don't fail on index schema setup when plpsql language already exists

mpl 295cbade1b Add postgres support 
Also added the -short option for make presubmit
because postgres test is too slow.
