Optimizer Frequencies logic, and new configure_optimizers (#1269) 
* init_optimizers accepts Dict, Sequence[Dict]
and returns optimizer_frequencies.
optimizer_frequencies was added as a member of Trainer.

Description added to configure_optimizers in LightningModule
