David Anderson ef80e8576f - Added program sched/sched_driver.C. 
This generates a sequence of scheduler requests,
    with host info taken from a file,
    that you can feed into the scheduler (cgi --batch)
    to simulate things like homogeneous redundancy
- Added args to XML_PARSER::skip_unexpected() to you can say
    whether to write messages to stderr for unparsed stuff.
    This is set to true if log_flags.unparsed_xml is set (client)
    or if debug_level is 3 (server)
- removed references to $(LIBRSA) in Makefile.am's
