gombasg de84a39d4a Enable shared libraries for BOINC and local master 
Condor does not have a shared library, and shared libraries on the
client side would be problematic ATM. Also add a debug package.

gombasg 48bea912f5 Split the libdcapi-dev package to libdcapi-common-dev, libdcapi-boinc-dev and 
libdcapi-condor-dev
Add checks for the required Condor headers and libraries
Make the location of Condor headers/libraries configurable
