in <app_version>s from the server,
keep track of the number free of each type of coproc,
and don't run an app that needs more than are available.

This will run "program" on a remote host,
with the given input, output files, and command-line args
It manages everything for you.
You don't have to worry about apps, app_versions,
template files, wrapper job files, etc.
