There are two types of email address check:
1) syntax check
2) stopforumspam.com (SFS) check: enabled by USE_STOPFORUMSPAM in project.inc
- Separate these. Sometimes it's appropriate to use just syntax check.
When we do use SFS check, and the email is flagged,
we should tell the user what happened;
maybe they're incorrectly in the SFS DB.
- use PHP's filter_var() for the syntax check,
rather than our own funky regexp.
The `ereg` function is deprecated since 5.3 and was removed in 7.0.
Using `break;` outside a loop was working unintentionally before 7.0 but now throws a compile error.
Using s call-time pass-by-reference throws an error since 5.4. The `&` is only needed in the function declaration not when calling the function.
Change all the PHP code to use _mysql_query() instead of mysql_query()
(and similar for other functions).
_mysql_query() uses the mysqli API if available, else the old API.
Going forward, all PHP code should the DB abstration layer if possible;
else it should use the _mysql_* functions.
- default: script can be run from command line;
to run from web you need to be logged in as a particular user.
(in addition to .htaccess protection).
- if include $cli_only at start of script:
can only be run from the command line.
- if include $skip_auth_ops at start of script:
can run from web without being logged in
(this is set ONLY in login_action.php)
- admin web: added $cli_only = true to a bunch of scripts

Got rid of auth_ops_cmdline() (not needed).
auth_ops() is now called in util_ops.inc;
every script in html/ops/ must include util_ops.inc.
Note: for existing projects, the admin web interface
will now show "access denied".
Projects must think about what access control policy they want,
and specify it in project.inc

If you put another /, you end up with // in URLs.
This leads to a situation where you can have
one cookie for // and another for / - bad.
If this causes problems for any projects,
they should edit their project.inc accordingly
