David Anderson 0cdee0af4e Fixes for the BOINC-wide teams site
- the exported team list wasn't parsing due to non-ASCII characters
    in some team descriptions.
    htmlspecialchars() wasn't doing the job.
    Use DOMDocument instead.
- If SHOW_NONVALIDATE_TEAMS is set (as on the BOINC-wide teams site)
    show teams whose founders email addresses are not validated
    (and hence won't be exported).

David Anderson 090050c0ca - client: fix bug that could cause GPU idleness
in the presence of GPU exclusions.
    The problem was in the job-selection phase,
    which picks enough jobs to use all devices.
    It was ignoring GPU exclusions, so for example on
    a 2 GPU system it could pick 2 jobs from a project
    for which 1 GPU is excluded,
    and as a result 1 GPU would be idle.

    Solution: during job selection,
    keep track of GPU usage on a per-instance basis.
    Select a job only if it can run on a non-excluded GPU.

- client: in computing ncprocs_excluded (which is used in
    work fetch policy) don't count exclusions of non-existent devices

    Projects will need to update DB and recompile all back-end programs.

    Summary:
    - new way of computing credit
    - "reliable host" mechanism is per app version
    - "host punishment" mechanism is per app version
    - adjustment of wu.rsc_fpops_est provides the
        equivalent of per app version DCF
    - max jobs in progress is now per app
    - max jobs per RPC is now per app

    TODO:
    - reliable mechanism:
        - populate and use host_app_version.error_rate
        - populate host_app_version.turnaround
    - host punishment:
        - populate host_app_version.max_jobs_per_day
        - populate host_app_version.n_jobs_today

David Anderson b817b8ed7a - admin web: changed protection scheme as follows:
- default: script can be run from command line;
        to run from web you need to be logged in as a particular user.
        (in addition to .htaccess protection).
    - if include $cli_only at start of script:
        can only be run from the command line.
    - if include $skip_auth_ops at start of script:
        can run from web without being logged in
        (this is set ONLY in login_action.php)
- admin web: added $cli_only = true to a bunch of scripts

David Anderson 0f9cda3ea3 - admin web: finished the above.
Got rid of auth_ops_cmdline() (not needed).
    auth_ops() is now called in util_ops.inc;
    every script in html/ops/ must include util_ops.inc.

Note: for existing projects, the admin web interface
    will now show "access denied".
    Projects must think about what access control policy they want,
    and specify it in project.inc

If there was ever a need for this, it has disappeared.

David Anderson 3f41f9a88d - Add weak account key mechanism.
Each account has an associated weak account key.
    The user can see it by visiting weak_auth.php.
    If you put the weak account key in the account file on a computer
    (instead of the regular account key)
    the computer will attach to the account.
    But the weak account key cannot be used to log in
    to the account on the web, or to do web RPCs, or anything else.

    Note: this involves a scheduler change.
