Update Vagrant.README.md
- VirtualBox Extension Pack is required to start the VM, at least in Windows. Otherwise, it won't recognize the USB ports and throws an error on start. - For the Vagrant the whole repo is unnecessary, therefore the single Vagrant file download is added as an option.
